“UK-China Memorandum of Understanding on Health Co-operation”
The Department of Health of the United Kingdom of Great Britain and Northern Ireland (DH) and the Ministry of Health of the People’s Republic of China (MoH) signed a Memorandum of Understanding on Health Co-operation (MoU) in London in June 2007. The MoU is aimed at promoting bilateral relations in the health sector and improving public health for the people of the two countries.
It enables the DH and the MoH to take forward co-operation and establishes a pattern of annual bilateral vice-ministerial-level review meetings, alternating between two countries.
Four priority areas in the health sector have been specified:
- public health emergency response systems;
- prevention and treatment of infectious and non-infectious diseases;
- hospital management and assessment of medical service quality;
- and community health systems.
“UK-China Partners in Health Innovation” Programme Action Plan
The MOU established a UK-China Partners in Health Innovation (PiHI) Programme to run from 2007 to 2010. The programme is aimed at the priority areas above and consists of a number of collaboration projects.
A PiHI Action Plan was agreed and formally launched when visiting UK Prime Minister Gordon Brown met Chinese Premier Wen Jiabao in Beijing on 18 January 2008. The Plan outlines eight projects and specifies PiHI participant organisations from both sides. It provides a co-operation mechanism, defines the Programme’s scope and collaboration.
