Beijing
David Bacon - Director of S&I Network China/Counsellor Science and Innovation.
David previously led the Higher Education Division and education Strategy Unit in the Welsh Assembly Government. He has led UK policy on EU and international R&D in the Office of Science and Innovation and been Director of an industry policy unit in the Department of Trade & Industry. Within Whitehall David has been responsible for policies on competitiveness, innovation, technology and skills. He dealt with the environment, science and technology as a diplomat in Germany and led international technology business development in the private sector. Prior to this he spent 15 years in research and developing measurement standards at the UK National Physical Laboratory. David has an MA and PhD in physics (Universities of Oxford and Bath).
Rapela Zaman - First Secretary Science & Innovation
Before joining the network in 2006, Rapela was a research and innovation policy consultant. Before that, she worked as a research analyst for Zeneca Agrochemicals (firstly in manufacturing, and later in the biosciences unit). She now leads on UK/China bilateral relations on space science and technology and infectious diseases and has led the network in developing two new strands of work on research and innovation policy and food security. Rapela has led on programme reporting to London (including bibliometrics), is developing S&I work on the PM targets (jointly with UKTI) and provides support for Ministerial visits to Beijing. She has a first class degree in Biotechnology from University College London and has a Masters with distinction from the Science Policy Research Unit, Sussex University.
Xindan Jia - Senior Science Advisor
Xindan joined Science & Innovation team at Beijing in September 2009. Previously, she worked as a post-doctoral researcher at MRC (Harwell, Oxford) in UK, then in business development at a start-up biotechnology company in Shanghai. Xindan now leads on promoting UK/CHINA co-operations in themes of Health, infectious disease and Intellectual Property Rights (IPR). She has a BSc in Biology from Peking University and has a Ph.D. in Molecular Biology from the University of Manchester.
Katy Fu - Senior Project Officer
Katy joined the network in 2005 and is responsible for implementing several high-profile UK/China projects as well as leading the networks' press/media activity from Beijing. Her projects cover a range of topics including establishing UK/China collaborations on good laboratory practices (GLP) and research evaluation as well as various dissemination projects with China's Science Times and Science and Technology Daily.
Shanghai
Richard Mills - Consul Science & Innovation
Before joining the network in September 2009 Richard worked for the Foreign and Commonwealth Office advising on Arctic and Antarctic policy and Southern Ocean fisheries management. Richard has also worked for the Department for Environment, Food and Rural Affairs (DEFRA) on EU sustainable development and animal disease outbreaks.
As the Shanghai Science and Innovation Consul, Richard is responsible for all SIN programmes, projects and high level visits in Shanghai and the surrounding provinces. Richard takes the lead within the network on nano-technology and material sciences.
Richard is a graduate of Durham University (BSc Environmental Sciences) and Newcastle-upon-Tyne University School of Chemical and Process Engineering (MSc Clean Technology). He is a Chartered Water and Environmental Manager (MCIWEM), a Chartered Scientist (CSci) and a Chartered Environmentalist (CEnv). He recently became a Fellow of the Royal Geographical Society (FRGS).
Bronte Zhang - Senior Project Officer
Bronte joined the S&I network in Shanghai in 2004 with a BA degree in economics and previous work experience in visa section. She has been largely involved with the implementation of Partners in Science events and post based projects. A few examples are UK-China Polar science workshop and F1 motorsport media trip. Coming on the list will be helping to lead on some life science, sustainable development and climate change projects in 2007.
Lily Zhu - Project Officer
Lily joined the S&I network in Shanghai in February 2008 with a Masters in Public Administration. Previously, she worked for the Foreign Affairs Office of Shanghai Municipal Government and for the British Consulate's Visa section. Lily has recently successfully helped the Consul to organise a series of Innovation and Supply Chain Management visits in East China for Cambridge University's School of Management.
Guangzhou
Peter Harrington - Acting Deputy Director of the Science and Innovation Network in China
Peter joined the Science and Innovation team at the British Consulate General in Guangzhou during early May 2009. As part of the team peter is helping to widen the scope for collaboration between China and the UK, including areas of joint strategic interest, as follows:
* Climate Change, Energy and Environment;
* Nano-technologies and Materials science;
* Space Science and Technology;
* Infectious diseases;
* Stem cells and Modernisation of Traditional Chinese Medicine; and
* Innovation Policy
As Deputy Director of the network, Peter has some national responsibilities for managing the network within China. His main areas of geographical responsibility are the southern and southwestern Chinese provinces, stretching from Jaingxi to Sichuan.
Peter is a social scientist, with a Masters' degree from the UK's Open University in 'Society, Politics & the Environment'. He is a career diplomat and has served in a variety of postings around the world. His previous posting was in the Finance Directorate of the Foreign and Commonwealth office in London, where he was responsible for implementing and reviewing projects. This is his first posting to China and when he is not working, would like to learn how to paint in traditional Chinese styles.
Liu Ming - Senior Project Officer
Ming joined the Network in November 2008 and leads on the co-ordination of work in relation to Climate Change, Energy and the Environment. Prior to this, she was the Assistant Director of the Science and Technology Department, Guangzhou Institute of Energy Conversion, Chinese Academy of Sciences; with responsibility for international cooperation and research projects management.
Sarah Zhang - Project Officer
Sarah joined the network in February 2008 having previously worked in the Visa section of the British Consulate General. Previously she has had experience working with multinational companies in the Pearl River Delta. Her main responsibilities are contributing to the Guangzhou S&I section's overall objectives, assisting in project management, organising events and reporting on the region's science.
Chongqing
Lina Xie - Project Officer
Lina Xie joined the British Consulate-General Chongqing in Sept.04 and started to work for the S&I section in Chongqing in early Oct.09. On behalf of the S&I China network, Lina works closely with Chinese institutions, academics and government bodies in South West China, Chongqing, Sichuan, Yunnan and Guizhou. Lina is mainly responsible for
- Present Policy on the British Government's Science & Innovation agenda to local Government;
- Facilitate Science & Innovation co-operation between UK and China;
- Help UK institutions promote their Science & Innovation development;
- Maintain and develop relationships with Science & Innovation related contacts;
- Monitor and report Science & Innovation policy and developments in SW China and having stakeholders in the loop updated;
Lina has a Master degree with the University of Northumbria at Newcastle in Human Resource Management & Development.
